On 26-27 June 2012 the Scientific Committee on Consumer Safety (SCCS )  published an opinion on Labelling fragance allergens on cosmetics  SCCS 1459 11.

In it, the SCCS stated that consumers should be informed about labelling fragrance on cosmetics, on top of those 26 already subject to individual labeling.
Due to the difficulty of labeling this amount of ingredients on a label, the Commission has been working and consulting to determine how it could be implemented.

The proposals about Labelling fragance allergens on cosmetics published in December 2020 were:

  • No EU action. Inaccurate medical treatment due to lack of information on additional allergens could increase number of consumers with recurring allergic reactions.
  • On-pack labeling: Increased number of ingredients on-pack can contribute to more precise diagnosis, information on appropriate skin care treatments. Readability of labels may compromised due to limitations on packaging size. It could be implanted in two ways:

a.            Indicating the 87 allergens, with the consequent problem of labeling space.

b.           Indicate the current 26 and the new 62 in an electronic label.

  • E-labeling: Digital labeling of an increased number of ingredients can contribute to more precise diagnosis, information on appropriate skin care treatments. It can be provided by indicating a QR code, a barcode or indicating them on a web page.

It is planned a proposal for a regulation fourth quarter 2021 about Labelling fragance allergens on cosmetics

Once it is published there will be a period of 3 years to adapt the new labels and 5 years to withdraw those that are on the market. If your brand needs help with the labelling of your products, please contact us.
