The Commission has notified the World Trade Organisation (WTO) of its intention to adopt a draft regulation and annex related to the use of vitamin A, alpha-arbutin, arbutin and other substances with potential endocrine-disrupting properties in cosmetic products. This draft aims to amend Annexes II, III, V and VI of the EU cosmetics Regulation (EC) N 1223/2009.
The draft EU cosmetic regulation 1223/2009 includes important changes to the lists of prohibited substances that cosmetic products must not contain and permitted preservatives. These modifications aim to ensure the safety and quality of cosmetic products marketed in the European Union.
The WTO consultation started on 8 June and is scheduled to conclude on 7 August, 2023. During this process, WTO member countries and other interested parties are given the opportunity to present their observations and comments on the project. If the Committee delivers a favorable opinion, the Commission may adopt the draft measure.
The proposed draft of the new draft cosmetics regulation in Europe consists of several annexes:
A new entry is added prohibiting the presence of 3-(4-methylbenzylidene)-camphor, also known as 4-methylbenzylidene camphor, in cosmetic products.
The following table shows the list of substances that cosmetics must not contain together with some restrictions.
The amendments relating to entries 23 and 25 are shown below.
Entry 18 is deleted.
